Keith Davis, a marine biologist, recently disappeared off the coasts of Ecuador and Peru. His disappearance occurred while he was engaged in an investigation aboard the Victoria No. 168, to study the legality of the Panamanian-flagged vessel's practices. The circumstances of his disappearance are still unknown, but it is safe to say that the incident occurred in the midst of an unsettling time for international relations in South America. This is mainly due to the transition of power that, according to Juan Gabriel Tokatlian (deputy chancellor and full professor at the Department of Political Science and International Studies at Di Tella University in Argentina), South America is experiencing in its maritime context.

According to Tokatlian, the hegemonic presence of the United States (US) in South America is diminishing, especially in relation to its presence in the region's oceans. This is due to China's increased presence in the different South American trade routes and the infrastructure works it is involved in.
