
We are an independent think tank based in Bogotá dedicated to the strategic analysis of relations between the People’s Republic of China and Latin America. Our mission is to produce rigorous research and policy analysis that contributes to a deeper, more realistic, and strategic understanding of the Sino–Latin American relationship, with particular attention to its geopolitical, economic, technological, and democratic governance implications.
In a context of great-power competition and a reconfiguration of the international order, Latin America occupies an increasingly relevant place in China’s global projection. However, the regional debate often remains fragmented, ideologically polarized, or lacking in specialized information. The Foundation works to close this gap through concrete lines of action:
- Investigative journalism projects focused on Chinese financing, investment, infrastructure, energy, technology, and institutional presence in Latin America.
- Training programs and specialized workshops for journalists on how to cover China and its impact on the region with technical rigor, source management, and geopolitical understanding.
- Development of proprietary databases on financing, trade, investment, Chinese companies, and institutional actors linked to Latin America.
- Publications, strategic reports, and policy papers aimed at decision-makers, addressing the economic, regulatory, and geopolitical implications of engagement with China.
- High-level dialogue spaces that connect policymakers, experts, and international stakeholders to discuss scenarios, risks, and opportunities in the China–Latin America relationship.
- Café & Seda: China–Latin America Podcast is a podcast dedicated to conversations about the evolving relations between China and the countries of Latin America and the Caribbean.
Our approach combines regional expertise, direct experience in China, and an understanding of the global dynamics shaping the Sino–Latin American relationship. We work through partnerships with universities and research centers in Latin America and the United States, strengthening academic and public policy networks across the hemisphere. We collaborate with governments, research institutions, international organizations, media outlets, and private-sector actors interested in gaining a more precise understanding of China’s role in Latin America and its strategic implications.
The Foundation carries out its activities through international grants exclusively dedicated to fulfilling its institutional mission. Among others, we have worked with the National Endowment for Democracy, the Atlantic Council, Florida International University, and the United Kingdom’s Foreign, Commonwealth & Development Office. The Foundation does not receive funding from the People’s Republic of China or its affiliated institutions.
Why Andrés Bello

The Foundation is named after Andrés Bello, one of the principal intellectual and normative architects of republican Latin America. Bello represented the development of independent thought, institutional codification, and modernization from a Latin American perspective in dialogue with the wider world.
In the context of a transforming international order and China’s growing presence in the region, Latin America faces a similar challenge: understanding an emerging global power without renouncing its own intellectual traditions and strategic autonomy.
The name Andrés Bello reflects this conviction. The relationship with China must be understood and analyzed from Latin America, grounded in rigor, knowledge, and the region’s own normative and intellectual capacity.
