The leader of a Chinese transnational gang will be extradited from Peru to Chile

The Santiago Court of Appeals approved the extradition request by the Public Prosecutor’s Office against Nannan Shen, leader of a transnational Chinese criminal organization involved in migrant trafficking into Chile through unauthorized entry points, at least since 2021.

The court granted the request for Peru—where Shen was arrested—to send him to Chile to face an investigation led by the Centro Norte Prosecutor's Office, which is part of a broader inquiry into organized crime. Shen, 42, has multiple addresses in Santiago, Chillán, and Quilpué, and a legalized work contract. His travel history includes trips to Ecuador (where Chinese citizens don’t require a visa), as well as to Bolivia and China.

Shen was part of a network that recruited individuals in China, charging between $6,000 and $9,000 to transport them through the Netherlands and Bolivia to enter Chile. Contacts were made via the Chinese messaging app WeChat, and payments were deposited in at least six Chinese financial houses. After crossing the border, trafficked individuals were provided with expired identity cards to move within the country.

This migrant trafficking operation is part of a larger criminal trend, including the cultivation and trafficking of marijuana in modern greenhouses by the Fujian Bang gang, active since 2021. Additionally, another group of Chinese criminals, involved in trafficking migrants, was found to also deal in drugs like ketamine and cocaine, and they were armed with high-caliber weapons, including a submachine gun.
