Chinese Investment to Fund Bolivia’s Zinc Refinery

The Government of Bolivia has submitted a draft bill to the Plurinational Legislative Assembly (ALP) to fund the construction of a zinc refining plant in Oruro, with the aim of strengthening the industrialization of this strategic mineral. According to President Luis Arce, this initiative represents a significant step forward for the country and seeks to position Bolivia competitively in the international market. The plant, to be built on the premises of Empresa Metalúrgica Vinto, will have an annual capacity to process 150,000 metric tons of zinc concentrates.

The financing for the plant will come from a credit line of 2.42 billion yuan (approximately $329 million) provided by EximBank of China. This investment aligns with the government’s policy of consolidating industrialization as a cornerstone of economic development. Sergio Cusicanqui, the Minister of Development Planning, described the project as an "early gift" for the department of Oruro, emphasizing its importance for the country's progress.

In addition to the zinc plant proposal, the government submitted other bills to the ALP related to key credits for road infrastructure, land management, and the expansion of the Línea Café cable car system in La Paz. Among these projects are the El Salto-Monteagudo highway and the Guanay and Chimoré bridges. These initiatives, previously rejected by some legislators, were described by President Arce as essential for collective well-being, especially in the context of Bolivia’s Bicentennial celebrations.
